Boxer calls for end of gas tax, addition of wholesale fee to fund transportation

Removing the 18.4-cents-per-gallon federal gasoline tax and replacing it with a fee that would be paid by oil wholesalers could help close a $20 billion transportation-budget shortfall, according to Senate Environment and Public Works Committee Chairwoman Barbara Boxer, D-Calif. "It would fund the highway program for six years ... [A]nd it would do that by doing away with all the other fees," Boxer said. "It's a very exciting idea."
