Divided Long-Term Care Commission is unable to agree on solution

The federal government's Commission on Long-Term Care, divided along ideological lines, is unable to come up with a single proposal and decided to offer two, conflicting options. Some of the commissioners favored creation of a "life care annuity" policy that includes some of the features of annuities and long-term care insurance.
