Senate inches closer to short-term funding bill as government shutdown looms

The Senate voted Wednesday to move forward on considering a bill that would keep the government running through Nov. 15, but several lawmakers expressed doubt afterward about whether the chamber would be able to continue advancing the bill. Also Wednesday, Sens. Mark Udall, D-Colo., and Jerry Moran, R.-Kan., introduced a bill to allow military members to continue receiving paychecks if a shutdown occurs.
