Online enrollment in federal health exchanges delayed for small businesses

A delay in the implementation of the Affordable Care Act means small-business owners will have to wait until Nov. 1 if they want to enroll online in the federal health exchanges designed for them. They will have to fax their information or use the mail if they want to enroll before then. However, insurance plans are still due to become active at the beginning of next year.
