FSA warns about expecting too much of systemic-risk watchdogs

The U.K. Financial Services Authority voiced concerns about the ability of a new breed of regulator that is designed to detect and resolve systemic risk before it hits financial markets. The regulators include the Financial Policy Committee within the Bank of England, the European Systemic Risk Board and the U.S. Financial Services Oversight Council.
