Feds weigh buyout of Mississippi coastal properties

The Army Corps of Engineers is testing the support of Bay St. Louis, Miss., residents for a mass federal buyout of 17,000 homes near shores vulnerable to hurricane damage. If the project goes forward, it would radically reconfigure coastal communities by converting flood-prone residential lots to public wetlands.
