Advocacy group seeks to toughen animal-cruelty laws in Guam

The Guam Animals in Need is calling on the nation's Department of Agriculture to improve animal-cruelty laws after receiving numerous reports on animal abuse. The group seeks to increase enforcement to make sure that owners follow the laws and provide their pets with proper care as well as allow for seizure of animals mistreated by their owners.
