Insurance counselors face certification delays

Community organizations and health care providers say state and federal regulators have been slow to certify insurance counselors who are supposed to help consumers enroll in insurance through exchanges. The training of some potential counselors has also been delayed, and others have been unable to provide assistance because of technical problems with the online marketplaces.
