SBA sees loan program drop 30% in '08

The Small Business Administration says it made 30% fewer small-business loans in fiscal 2008 than the previous year. SBA says interest in small loan amounts has declined, while established businesses have a "healthy demand" for larger loans. Some small-business owners say the process of getting an SBA loan is daunting.
