EPA's proposed greenhouse-gas rules will not pre-empt state regulation

The Environmental Protection Agency's proposed greenhouse-gas reporting rules for large polluters will not prevent states from imposing their own requirements, according to a group of lawyers. At least 18 states have crafted greenhouse-gas reporting policies, some of which are more stringent than EPA's proposal, the lawyers noted.
