Offshore drilling and nuclear must be part of climate bill, senator says

Including provisions to boost offshore drilling and nuclear energy use in a cap-and-trade program for curbing greenhouse-gas emissions is "the winning formula" that will advance the Senate's climate legislation, said Sen. Lindsey Graham, R-S.C. The Senate's version, which was unveiled by Sens. Barbara Boxer, D-Calif., and John Kerry, D-Mass., gives little thought to nuclear power and is mum on offshore exploration. "To get a bipartisan bill on climate change, you're going to have to make it attractive for Republicans" to favor such a system, Graham added.
