New Zealand is reviewing early-education spending

New Zealand has set up a task force to review spending on early-education programmes. Education Minister Anne Tolley says she wants to ensure the money is well-spent, but critics call the task force a step toward cutting costs. "There doesn't seem to be any acknowledgement of how important quality is in early-childhood education, or to improving participation," another official said.
