Security Council hears Uganda's Somalia plan

The United Nations Security Council is considering a proposal from Ugandan authorities to provide funding to increase peacekeeping operations in Somalia. Ugandan President Yoweri Museveni has proposed sending as many as 20,000 additional troops to Somalia to help stabilize the government and work to end deadly battles with insurgents if the UN will provide funds.
