South Carolina judge caps workers' comp at 18.4%

A South Carolina judge has capped the workers' compensation rate increase at 18.4%, well under the expected 32.9%. Businesses say they are relieved, but note that higher rates continue to hurt profits. The state's Small Business Chamber of Commerce supported a rate increase of 12.7%
