California strengthens pipeline-safety regulations

California Gov. Jerry Brown signed into law five bills Friday that seek to implement new emergency-preparedness standards, require utilities to test high-pressure transmission pipelines and require pipelines to have automatic shut-off valves. The moves were in response to the fatal explosion of Pacific Gas & Electric's natural gas pipeline in San Bruno, Calif., on Sept. 9, 2010, that killed eight and leveled 38 homes.
