CEOs, directors might have to ensure Volcker rule compliance

Compliance with the Volcker rule might fall to Wall Street banks' chief executive officers and directors, according to a draft of the proposed regulation. The CEO and directors would be "responsible for setting an appropriate culture of compliance," the draft says.
