Pa. governor unveils vouchers, reforms for state's schools

Pennsylvania Gov. Tom Corbett on Tuesday unveiled a school reform that includes a new voucher program to allow low-income students to transfer out of schools considered to be low-performing and provide new tax credits for businesses that contribute to academic scholarships. The plan also would increase oversight of charters and create a new teacher-evaluation system.
