Blankfein: Crisis shows need for effective systemic regulation

Goldman Sachs CEO Lloyd Blankfein writes that the financial crisis highlighted the need for "effective systemic regulation." The critical question is not who should be given the mandate for systemic oversight, he writes, but how that agency would make it work. Blankfein also argues for fair-market valuation and increased transparency.
