Baltimore plans to turn State Center blight into a $1.5B "village"

A massive government complex in Maryland is being reinvented as an archetype of modern urban design. Twenty-eight acres of Baltimore's State Center will be refashioned as a "village," with homes, offices, retail and mass transit built close together. The first phase of construction is valued at $200 million; tenants have already expressed interest.
