The U.S. should take up an "all-of-the-above" energy-development strategy to drive economic growth and reach energy independence, said Virginia Gov. Bob McDonnell. Speaking at the Governor's Conference on Energy, McDonnell urged the government to lift its East Coast offshore-drilling moratorium, saying that the industry and regulators have learned from the Gulf of Mexico oil spill. "I think it can be done safely and in an environmentally friendly way," McDonnell said.
