Court affirms decision against halting Keystone XL pipeline's southern leg

A lower court's ruling to block a petition to stop the construction of the southern leg of TransCanada's Keystone XL pipeline was upheld by a federal appeals court. "In conclusion, we reiterate that injunctive relief is an extraordinary remedy; a district court should only provide such relief when a party's right to it is clear," the appeals court said. "When a district court denies this extraordinary remedy, we will overturn its decision only if we have a definite and firm conviction that the decision was outside the zone of permissible choice."
