In his new book, Lant Pritchett, a senior fellow at the Center for Global Development and professor at Harvard's Kennedy School, writes that while most countries are meeting the goal of universal primary-school completion, there remains a gap between schooling and education. To improve, he finds that countries should focus on a performance-learning system and give more autonomy to local entities.
