NTSB investigating Bay Area Rapid Transit maintenance-worker deaths

The National Transportation Safety Board is investigating the deaths of two maintenance workers who were hit by a Bay Area Rapid Transit train. Unions representing BART workers had said that safety risks could emerge if managers ran trains during the strike by transit workers. NTSB investigator Jim Southworth said it's unclear whether the strike was a factor in the accident. The investigation, which could last a year or more, is not a criminal matter, Southworth said.
