Enbridge should be required to have $1 billion in insurance coverage as a condition for approval of its plan to increase capacity in its Line 9 oil pipeline, the Ministry of Energy in Ontario, Canada, told the National Energy Board. The company has $685 million in coverage plus $300 million in bank lines, said Rick Jennings, deputy minister of the Ontario Ministry of Energy. "It's unfair for our communities, our municipalities, our businesses and our people to bear the cost of a spill on Line 9. This is entirely an Enbridge responsibility," Jennings said.
