N.D. city seeks flood-control option amid lack of federal funding

Grafton, N.D., officials have failed in a bid to get $31.5 million from the federal government toward a $42 million flood-protection project proposed by the Army Corps of Engineers, prompting them to pursue a smaller version of the project. The city has dealt with property damage estimated at $2 million that resulted from three flooding events during the spring.
