Are parents keeping tabs on highly qualified teacher numbers?

NCLB legislation requires all teachers of core subjects to be "highly qualified" and certified by the state, and allows all parents to inquire about the qualifications of their child's teacher, but in the Tigard-Tualatin School District in Oregon, where parents are notified of that right and where more than 96% of classes are taught by highly qualified teachers, officials receive few requests for that information.
