Don't blame us for ACA glitches, contractors say

Firms involved in the implementation of the Affordable Care Act say they aren't to blame for the problems surrounding its rollout. One key contractor involved in building the ACA website said that while glitches were inevitable in any major project, decisions taken by a government agency had exacerbated the problems. "No amount of testing within reasonable time limits can adequately replicate a live environment of this nature,” added Cheryl Campbell of CGI Federal, which received millions of dollars in connection with the website's creation.
