Plastic-bag ban clears committee in San Diego

The San Diego City Council's Rules and Economic Development Committee has unanimously passed a proposed ordinance to ban plastic bags at retailers and impose a 10-cent charge for paper bags. A council vote might not come for nine more months as the city conducts an environmental study and attorneys review language in the ordinance.
