Columnist Rob Daly questions how, under mandates from the Dodd-Frank Act, the over-the-counter swaps market will be electronically traded. One main issue is that the market doesn't have a retail-investor presence, Daly writes. Another concern is the Commodity Futures Trading Commission's heavy hand in regulating the market. "It has not come out with the regulations mandating order-size increments yet, but I can see that coming," Daly writes.
