Opinion: Reforms needed to boost broadband deployment

Congress needs to focus less on net neutrality and more on revamping outdated rules that inhibit broadband deployment to all Americans, former FCC Chairman William E. Kennard writes in an opinion piece. The two most crucial steps lawmakers must take immediately are to reform the Universal Service Fund and to change outdated cable franchise regulations that prevent telecoms from easily entering the video market, Kennard says.
