Some insurers want government protection against big losses

Allstate and State Farm are lobbying for catastrophic loss protection legislation that would protect them from huge losses from future hurricanes or other natural disasters. The program is similar to what the government currently offers commercial insurers in case of another terrorist attack, but opponents, including several other insurers, say such a program is unfair to policyholders in less disaster-prone areas.
