Consumers are losing out because of retrans rules, cable exec says

Pay-TV subscribers are "paying the price" of an "antiquated" retransmission consent system that requires cable providers to purchase cable networks in bundles with broadcast stations, says Charles Segars, CEO of arts network Ovation: "What is needed is a revision of current regulations to shift the balance of power so we can all focus on those who really matter: our consumers."
