Officials in Maryland's Frederick County say the county's planned $527 million incinerator project will not result in the same sort of financial trouble that has rocked Harrisburg, Pa. Harrisburg made mistakes with its incinerator project, including failing to demand a performance bond, a Frederick County official said. The county will pay more than $300 million for the incinerator, and neighboring Carroll County will cover the rest of the tab.
