NCTA tells FCC that multicast must-carry will hinder minority participation

Requiring cable companies to carry multiple signals in the future will reduce opportunities for minority programmers and owners alike, according to the National Cable & Telecommunications Association. In comments to the FCC, the NCTA said it favored other methods aimed at increasing minority and female participation, such as tax credits, greater access to capital funding and the creation of a "diversity guidebook" that would lay out some best practices for minorities and women in the industry.
