Va. county supervisors debate mandatory smoking-cessation program

Fairfax County supervisor Gerry Hyland proposed requiring all county employees who smoke to enroll in smoking-cessation programs. Other supervisors in the Northern Virginia county questioned whether they legally could force someone to stop smoking but said they might support some type of penalty for smokers, such as requiring them to pay higher insurance premiums.
