Ohio county seeks alternatives to landlines for 9-1-1 funding

Campbell County's Consolidated Dispatch Center in Ohio is facing funding problems because so many people are switching from landlines to cellphones. The state Legislature has failed to pass a bill to fix the funding system, so Campbell County is digging into reserves for operating funds while it considers ideas such as switching billing for 9-1-1 services to water meters instead of telephone lines.
