ACA repeal is unlikely, but GOP will press for changes

President Barack Obama's re-election makes repeal of the Affordable Care Act unlikely. Republicans, who retained control of the House, are expected to press for delaying implementation or scaling back some ACA elements, including the Medicaid expansion, during budget negotiations later this month. Also, Republican governors and Republican-controlled legislatures may refuse to expand their Medicaid programs or set up health insurance marketplaces.
