3 states making "Tough Choices" education reforms

New Hampshire, Utah and Massachusetts are the first states to carry out education reforms included in a 2006 report called "Tough Choices or Tough Times." Some of the report's recommendations include $100,000 salaries for some teachers and more resources for early education -- changes that some say will help the U.S. keep pace with other countries.
