Not long ago, Jose Ignacio was a sleepy fishing village on the southern coast of Uruguay with little traffic, few visitors and a laid-back atmosphere. That small outpost has turned into a Latin America hot spot drawing jet-setters from around the globe. But restrictions on late-night partying as well as cultural afternoon siestas keep Jose Ignacio sleepy.
