EU leaders hope for fresh start with new White House

European foreign ministers have drawn up a plan for renewing the continent's relationship with the United States under the next president, Barack Obama. America must start treating the European Union as a serious institution, says one European foreign relations expert, instead of seeing NATO as the primary vehicle for its trans-Atlantic affairs.
