At least 12 years would be needed to transport crude oil from the Beaufort and Chukchi seas off Alaska to refineries should Royal Dutch Shell make discoveries there, because of the lack of infrastructure, experts say. "It's the sheer scale of putting in all the pipelines and all the platforms and then putting in all the shore bases to support that," said Charlie Williams, executive director of the Center for Offshore Safety.
