The Federal Trade Commission will complete its overhaul of children's online privacy rules by the end of 2012, said Chairman Jon Leibowitz. The FTC is considering a rule-change that would leave websites, mobile applications and data brokers with responsibility for obtaining parental consent before gathering data about underaged users. "We are looking at all the comments that came in and weighing how to tweak the regulation," Leibowitz said.
