Board approves operational blueprint for Calif. exchange

California's health insurance exchange board gave unanimous approval to the operational blueprint on Wednesday. The plan, a key step in setting up the exchange, will be submitted to the federal administration on Friday. California authorized its exchange, expected to reach as many as 3 million uninsured residents, in 2010.
