States, localities must repair aging water infrastructure

The country faces a rising national debt while its infrastructure -- especially its water system -- falls apart. The American Society of Civil Engineers graded the nation's infrastructure a "D-" for the poor state of road and water systems. State and municipal governments should act to repair aging systems, and the federal government shouldn't stand in the way.
