GAO report: Military health care system needs improvement

Changes aimed at improving the military health care system have largely stalled, leaving gaps in coverage for active-duty personnel and veterans, according to a report from the Government Accountability Office. Troops with PTSD or traumatic brain injury face a greater risk of failing to get necessary care, the report says.
