States grapple with creation of health insurance exchanges

Minnesota and Iowa are pushing forward with plans to create state-run health insurance exchanges under the Affordable Care Act, even as other states including Nebraska and Missouri take different paths. The governor of Iowa has said the state will work on an exchange but may ultimately have to default to a federal exchange, while Nebraska's governor has asked the federal government to build an exchange.
