Obama approves Medicaid expansion

President Barack Obama signed legislation to change how Medicaid eligibility is determined, making it harder for people to qualify under the federal health care law. The law, which had strong bipartisan support, updates a provision of the health care law that did not include Social Security earnings when determining who should receive Medicaid benefits.
