Some derivatives-market participants and lawmakers are trying to block a measure in the Dodd-Frank Act aimed at improving transparency in swaps. The law directs the Commodity Futures Trading Commission to develop rules to "promote pre-trade price transparency in the swaps market." Gretchen Morgenson writes that "Those on Wall Street who favor the status quo are upset, and have found some sympathy in Washington."
