FCC head urges spectrum overhaul, new uses for USF

FCC Chairman Julius Genachowski on Tuesday endorsed revamping the $7 billion Universal Service Fund in order to pour more resources into expanding broadband access to isolated areas. He also asserted that broadcasters would have to surrender some of their airwaves to help fill the demand for wireless spectrum. The FCC said it would work with private companies to establish a database of available wireless spectrum to help identify usable "white space" frequencies in each market.
