Irving, Texas, ordinance pits businesses against city

A new sign code in Irving, Texas, is pitting business owners against the sign rules and discouraging people from opening new shops, according to the business community. "What's really happening is their bureaucracy and [the city's] requirements have created a black market for signage in Irving," said Jeff Youngblood, a local FastSigns store owner.
